COP 30 --- Troika Presidencies reaffirm commitment to global climate action and unveil Belem roadmap

Joint Statement of the COP28, COP29, and COP30 Presidencies Troika
One year ago, on the sidelines of the 2024 World Governments Summit, the COP28, COP29, and COP30 Presidencies launched the first-ever COP Presidencies Troika, with the mandate to guide the Road Map to Mission 1.5, inaugurating an entirely new level of collaboration in the multilateral climate regime. This was a key outcome of the historic UAE Consensus - our current blueprint for keeping 1.5°C within reach and achieving global resilience by 2030. Parties mandated the three Presidencies to focus on boosting ambition and implementation in the next round of nationally determined contributions (NDCs) due in 2025, and to support the delivery of the outcome of the first global stocktake.
On the road from Dubai to Baku to Belem, we, the COP28, COP29, and COP30 Presidencies Troika (UAE, Azerbaijan, and Brazil), reaffirm our unwavering commitment to this mandate, the Convention, the Paris Agreement, and all its decisions, including those taken at COP28 and COP29. The climate crisis demands urgent and decisive action, and we are united in our determination to significantly enhance international cooperation and the international enabling environment for accelerating progress towards a sustainable future for all.
Recognizing Leadership on NDCs, Inspiring Action
Over the past year, the Troika has listened closely to Parties, called for UN system-wide support for the preparation and implementation of Parties' NDCs, and led political engagements focused on delivering NDCs that respond to the goals of the Paris Agreement and are informed by the outcomes of the first global stocktake and the UAE Consensus, including the mitigation package and just energy transitions; pathways for adaptation and resilience, aligning climate with development; making climate finance available at scale, accessible, and affordable for developing countries; and significantly boosting international cooperation, among others.
We welcome early leadership and NDCs that align global efforts to enhance action and implementation in this critical decade and to keep 1.5 within reach. We also extend our sincere appreciation to Parties and Partners that continue to drive forward critical outcomes by advancing actions to transform our energy systems to transition away from fossil fuels in a just, orderly, and equitable manner, tripling renewable energy capacity globally, and doubling energy efficiency improvements; halting and reversing deforestation; boosting adaptation and resilience, as well as their critical means of implementation. We encourage all stakeholders to collaborate in enabling economy-wide NDCs that deliver deep, rapid, sustained reductions in global GHG emissions of 43% by 2030 and 60% by 2035, while charting pathways for sustainable development.
Baku
Climate Unity Pact
Although 2024 was one of the most challenging years for global climate action, COP29 has proven that when we work together, multilateralism can and will deliver. The collective efforts of all Parties have resulted in a renewed commitment towards global climate action in solidarity for a sustainable world.
Building on the successful outcomes of COP28, the Baku Climate Unity Pact (BACU Pact), achieved in Azerbaijan, has laid the ground for enhancing implementation and support for global climate action in this critical decade. This includes the agreement on the New Collective Quantified Goal on climate finance (NCQG), the launching of the "Baku to Belem Roadmap to 1.3T", progress on the UAE-Belem work programme on indicators for the Global Goal on Adaptation, the full operationalization of the Fund for responding to Loss and Damage, and the long-overdue finalization of the rules for carbon markets under Article 6 of the Paris Agreement.
Charting the Course to Belem: Multilateralism and Global Mobilization
2025 is now a milestone year - ten years since the adoption of the Paris Agreement, and halfway through this critical decade for course correction. The World Meteorological Organization has recently reported that, in 2024, the global average temperature exceeded the 1.5 °C threshold set as a goal by the Paris Agreement to reduce the risks and impacts of climate change. This stark reality underscores the urgency of our mission. While this unfortunate milestone does not mean the long-term goals of the Paris Agreement are unattainable, it serves as a powerful reminder of the narrowing window of opportunity for achieving climate resilient development for all. Belem constitutes a critical juncture: we must urgently scale up and accelerate both ambition and implementation to secure a livable planet for generations to come.
We call upon all Parties and Partners - governments, the private sector, civil society, and international organizations - to significantly scale up and accelerate their support. We expect all Parties to uphold the commitments they made in COP28 and COP29 and outline national plans that leverage the opportunities presented through robust 2035 NDCs. Collaboration and partnership are essential. We must not lose momentum as we approach the end of the first decade of the Paris Agreement.
At COP30 in Belem, we must demonstrate that international cooperation and multilateralism can deliver concrete results in the face of the climate crisis in this critical decade. COP30 provides a crucial opportunity to build on the progress achieved at COP28 in Dubai and COP29 in Baku and further accelerate the implementation of ambitious climate action so that it delivers benefits to all and leaves no one behind.
