Belém Declaration on Hunger, Poverty and People-Centered Climate Action
At the initiative of the Brazilian government, the "Belém Declaration on Hunger, Poverty and People-Centered Climate Action" will be adopted at the COP30 Leaders' Summit of the United Nations Framework Convention on Climate Change, on November 6 and 7, in Belém, Pará. The Declaration places the fight against hunger and poverty at the center of global climate discussions.
Developed jointly with the Champions Council of the Global Alliance Against Hunger and Poverty, the Declaration is based on the understanding that there is no climate resilience without social justice, and there is no sustainable development without guaranteeing the human right to food.
The text contains innovative elements that reflect Brazil's vision of simultaneously tackling poverty, hunger, and the climate emergency. In addition to affirming the centrality of adaptive social protection, it advocates for family farmers, traditional communities, and forest peoples to have access to climate finance. It also establishes direct links between climate change and the agendas of food systems, inequality, and social exclusion.
The Belém Declaration further emphasizes that climate finance must prioritize people-centered solutions. It reinforces the importance of countries continuing to invest in mitigation, but also prioritizing adaptation, social protection, and food systems resilience, ensuring that every dollar invested in climate action also contributes to human development.
